At least they're honest about this. Come to think about it, it's probably the only thing they've been honest about lately.
If you really want to know: yes, it's real. This tag is promoted by the local government of DC (just read the DMV site) - you have to "opt out" to get a different design. The motivation is that DC residents have no one to represent them in Congress. Of course, for everyone outside of DC, the meaning is just a wee bit different...
